The NHS National Energy Efficiency Fund (NEEF) Programme is designed to enhance ongoing efforts to address climate change by boosting energy efficiency throughout NHS facilities. Funding is provided to enable the installation of LED lighting, the upgrade or installation of building management systems (BMS), and the installation of solar panels. The goal is to ensure that any savings generated are retained within NHS organisations, enabling them to reinvest directly in patient care services.
About NEEF
NEEF was first launched in 2018, offering £46 million in funding to NHS Trusts and Foundation Trusts in England. Subsequent rounds of NEEF, which ran between 2023/2024, have seen £135 million invested in NHS trusts, with an additional £95 million invested between January and April 2025. Obtaining funding assists Trusts in their journey to achieve the milestone of an 80% reduction in carbon footprint between 2028 and 2032 and ultimately ‘Delivering a Net Zero National Health Service’ by 2040.
Low Carbon Europe’s (LCE) Role in NHS Sustainability LCE is a trusted supplier to the NHS and the public sector, helping clients achieve energy reductions of up to 40%. We provide an integrated approach to reducing our clients’ energy consumption and carbon footprint, enabling them to enhance their sustainability.
Measurable Impact
LCE has helped many NHS clients successfully procure a total of £16.8m in the last round of NEEF applications, which was over 22% of all funding made available. This funding enabled our clients to progress with LED lighting projects and upgrade their BMS controls. All clients' sites were surveyed, and proposals were submitted based on their specific site requirements, with recommendations made on which sites would offer the best value for the allocated budget.
While these projects are still ongoing, we can report on the success of three of these clients. The figures below are what we have evidenced so far in the first year of installation. These projects continue to yield carbon reductions.
NHS Client 1 Key Outcomes
3505 LEDs installed
138.4 tonnes of carbon saved
