What is a ESOS?
The Energy Savings Opportunity Scheme (ESOS) is a mandatory UK government energy assessment scheme for large organisations. It was introduced to help businesses identify opportunities to reduce energy consumption, lower carbon emissions, and cut operating costs.
Under ESOS, qualifying organisations must carry out comprehensive energy audits every four years covering:
-
Buildings
-
Industrial processes
-
Transport energy use
The scheme is administered by the UK Environment Agency and applies to organisations across England, Scotland, Wales, and Northern Ireland.
Who needs to comply with ESOS?
Your organisation may be required to comply with ESOS if, on the qualification date, it meets one or more of the following criteria:
ESOS Eligibility Checklist:
You qualify for ESOS if your organisation:
-
Employs 250 or more people
-
Has an annual turnover exceeding £44 million
-
Has an annual balance sheet total exceeding £38 million
-
Is part of a larger corporate group that meets the qualification thresholds
If your organisation qualifies, participation in ESOS is mandatory.

What does ESOS Require?
Organisations that qualify must:
-
Measure total energy consumption across buildings, transport, and operations
-
Conduct ESOS energy audits covering at least 95% of total energy use
-
Identify cost-effective energy saving opportunities
-
Have assessments reviewed and signed off by an approved ESOS Lead Assessor
-
Submit compliance notifications before the deadline
ESOS is designed not only to improve compliance, but also to help organisations reduce operational costs and improve sustainability performance.

What’s Changing Between ESOS Phase 3 and Phase 4?
Phase 4 introduces more stringent reporting requirements and places greater emphasis on energy reduction planning and measurable action.
Key Differences in Phase 4
Mandatory Net Zero Considerations
Organisations will be expected to give greater consideration to decarbonisation opportunities and long-term net zero strategies as part of their assessments.
Additional Reporting Requirements
Phase 4 is expected to require more detailed reporting on:
-
Energy intensity metrics
-
Energy reduction opportunities
-
Progress since previous ESOS phases
-
Estimated savings and implementation considerations
Action Plan Expectations
While ESOS historically focused on identifying opportunities, Phase 4 places increased emphasis on developing actionable energy reduction plans and tracking improvements over time.
Greater Focus on Data Quality
Organisations will need more robust and accurate energy data across buildings, transport, and operational activities to support enhanced reporting obligations.
Increased Transparency
The government continues to strengthen ESOS to encourage greater accountability and demonstrable progress toward energy efficiency and carbon reduction targets.
